The following are the plenary talks given by Heather Weiss
and Warren Simmons at the After School Evaluation Symposium.
Both speakers articulated the importance of enhancing our
understanding of after school programs with evaluation, which
provides information for continuous improvement and accountability.

Weiss is the Founder and Director of the Harvard Family
Research Project (HFRP) at the Harvard Graduate School
of Education. For nearly 20 years, HFRP has helped funders,
policymakers, and practitioners develop strategies to
promote the educational and social success and well-being
of children, families, and their communities. Its main
areas of research - strategy consulting, evaluation, and
the promotion of family-school-community partnerships
- help organizations collect, analyze, and synthesize
research and information to foster continuous learning
and improvement in the child and family support field.
HFRP's work strengthens family, school, and community
partnerships, supports early childhood care and education,
promotes evaluation and accountability, and enhances the
professional development of those who work with children,
youth, and families. |

Simmons directs the Annenberg Institute for School Reform
at Brown University. The Institute was established in
1993 to generate, share, and act on knowledge that improves
conditions and outcomes in American schools, particularly
in urban areas and in schools serving disadvantaged students.
The Institute pursues its mission through five strands
of work: Leadership, Rethinking Accountability, District
Redesign, School/Community Partnerships, and Comprehensive
School Reform. In each of these areas, the Institute conducts
applied research, provides professional development, and
offers technical assistance designed to illuminate, share,
and extend promising practices. |

Youth Development Frameworks and Their
Application in Evaluation and Practice
How can evaluators connect evaluation activities to the youth
development frameworks on which programs are built? Karen
Pittman, James Connell, Michelle Gambone, and Andrew Schneider-Muñoz
outline both theoretical and practical approaches to connecting
youth development goals and outcomes to evaluation designs.

Gambone is currently President of Gambone & Associates,
a youth policy and research consulting firm, working with
a number of organizations assisting them in developing
and planning management and evaluation strategies and
tools for a broad range of youth development initiatives.

Connell is the Cofounder and President of the Institute
for Research and Reform in Education, based in Philadelphia.
He was Co-Chair of the Evaluation Steering Committee for
the Roundtable for Comprehensive Community Initiatives
for Children and Families. |

Miller is an independent consultant and Senior Research
Advisor to the National Institute on Out-of-School Time
(NIOST) at the Center for Research on Women, Wellesley
College. She was the Research Director of NIOST from 1993-2001.
