A-804 Monitoring and Evaluation for Improving Education Systems

This is an introductory course designed for students interested in international education policy that covers how to develop effective monitoring and evaluation (M&E) systems to improve education systems and support education policymaking. The objective of the course is to provide students with the conceptual frameworks, methodology, and skill set that they will need to develop an M&E system. This course does not have prerequisites and is open to master's and doctoral students. In this semester-long course, students will learn both conceptual frameworks and practical skills used to design and develop an M&E system in education. They will study techniques that they will use to assess policy development process, quality of education, resource allocation, data and information needs, and utilization capacities in education. The course will provide an opportunity for students to study management context--including core functions of planning, budgeting, pre- and post-policy analysis, and information systems--for understanding that the M&E system is an essential part of the overall, evidence-based management culture, which requires a major shift from administrative control to performance-based management. Students will also examine the major principles and theories of systems thinking and management for better understanding of the need for the development of the M&E system in education. In addition, students will study several country cases of the M&E development in which the instructor was once directly involved.
